If you are getting this error message with your plugin test article, it means there is a server configuration error. Please show the error to your hosting company and ask them to provide POST access to the file URL quoted in the message.

The error message will list the URL that the Wizard is trying to access, but we are getting that server error instead, and so cannot submit an article to your plugin.
